Verel (ヴェレル Vereru?) was the last survivor of his race, the original inhabitants of ABSOLUTE. As such, he had access to the Shadow Moon, and used it to construct Gran Verel, as well as the unmanned fleet used to stage the coup d'etat of Seldor.
