Noa (ノア?) was the administrator of the Black Moon. She became the foremost expert in Lost Technology in the Transbaal Empire, and spearheaded research and development efforts of new Lost Technology. She continued this work as the Transbaal Empire was absorbed into the UPW, and is responsible for the discovery of the Chrono Gates and the development of the mass production Emblem Frames.

[edit] First Great Valfask War
Noa became administrator of the Black Moon sometime during the First Great Valfask War. Since the philosophy behind the construction of the Black Moon was to rely as little as possible on a human operator, Noa was put into cold sleep in the core, and a humanoid interface was constructed based on Noa's appearance to manage the Black Moon. As such, most interactions would be taken care of by the interface, while Noa would only be woken in special cases.
[edit] Nephelia's Invasion
After the destruction of the all but the Black Moon's core in early TCY 412, the now defenseless core fell into the hands of Nephelia who attempted put the core under her control. Noa was awakened, and she put up protections as fast as she could, but in the end was only able to keep a small portion of the core from Nephelia's control. As such, she was able to keep the core from falling completely under Nephelia's control, but this was not enough to keep Nephelia from building herself the O-GAUB using the parts of the core that were under her control. She was able to escape from Nephelia with the remaining core fragment and was retrieved by the Elle Ciel. She then revealed that the Black Moon and White Moon were originally part of the Twin Moon Defense System designed to defend Juno against the true enemy, the Valfask. She then provided valuable assistance with her knowledge of Lost Technology, allowing them to defeat Nephilia.
[edit] Second Great Valfask War
Noa was instrumental in this war, uncovering the secret of the Chrono Quake, and developing a strategy to combat the Chrono Quake Bomb. This allowed the Transbaal Empire to defeat Gern, and prevent a second Dark Age.

Her research into Lost Technology continued, and she determined how to open a portal between different universes. She also discovered the location of the Chrono Gate and the method of activating it. She began development of the Luxiole and the mass production Emblem Frames.
